Flotsam Refugees are people who have escaped the oppression of The Holy Nation and taken refuge under Flotsam Ninjas protection. They can be found around Flotsam Village tending to farms, as well as running the Flotsam Bar and Flotsam Armory.

If they have the Fearful Personality, they refuse to trade with non-humans, begging them to turn away and leave.

They have a 2% chance to have a bounty of 500 Cats. They wear <span style="color:#Shoddy">[Shoddy] armour (5% chance of <span style="color:#Standard">[Standard]).
