Blue Eyes is a wanted criminal in the UC who can be found in Mourn, likely in a bar. She frequently brags about her exploits, making it easy to notice her. In The Swamp, players can find Note From Blue Eyes in which she writes about making it to the swamps.

Race: Greenlander / Scorchlander Gender: Female Fugitive wanted for crimes of fraud, extortion, smuggling, impersonation of an official, trickery and theft. Responsible for scamming countless United Citizens out of millions of Cats. Master of disguise with an everchanging appearance, however also a known braggart and drunkard whose loud mouth will certainly be her downfall; recommend hunters search not with eyes, but with ears peeled.

Trivia

She is Greenlander, but has very dark skin. This is probably why she is described on the poster as racially ambiguous with the two sub-races "Greenlander/Scorchlander".
Although Blue Eyes is supposed to spawn with a Jitte, the quantity setting for the weapon spawn is set to 0, so she is unarmed instead.
