Slaves is a very minor faction. This faction will not appear on the factions list. Slaves can refer to 'escaped slaves' fleeing the United Cities and Slave Traders. Slaves can also refer to characters enslaved by The Holy Nation.
Slaves is a similar faction to Rebirth Slaves and Outlaw, both of which are factions which primarily spawn enslaved characters.
