Since version 1.0 it seems the Ore Drill 2 has been removed from the FCS. There is now only Ore Drill (Ore Drill I), Semi-automatic Ore Drill (Ore Drill II) and Fully Automatic Ore Drill (Ore Drill III (Automated)). Some players are still finding the Ore Drill 2 research on their research list, though.
