Empire Recruit is a randomly named Generic Recruit available in the United Cities. They are citizens who seem to be in trouble with the nobles and will be indebted to you if you give them bribe money of 3000 Cats to escape the guards.

They have a Random Personality and after recruited will have the 'Npc TOUGH Merc Aggro 2' and 'Npc TOUGH Merc Basic 1' Dialogue Package. They can spawn as any race.
