The gate will be guarded by high level Rebel Swordsmen and their Bonedogs, and shops ran by free traders will open. Bar beds in this area will be replaced by camp beds.

Which might mean that the "Prosperous" is called so because it has more prosperity than other Town Overrides of this town, rather than being more thriving originally.
