Fort Simion/Yabuta Outlaws

Fort Yabuta is a Town Override which can occur at Fort Simion. Fort Yabuta is controlled by the Yabuta Outlaws. The Yabuta Chief can be found here. For this location to be created, players must ensure the following World States:

• Yabuta of the Sands is not dead or imprisoned
• Player is not allied with Rebel Farmers
