If Yabuta of the Sands is freed from Tengu's Vault and successfully escaped, several World States will trigger.
His release will cause the Yabuta Outlaws faction to appear.
If Fort Simion is still under Rebel Farmers control it will be turned into Fort Simion/Yabuta Outlaws provided the player is not allied with Rebel Farmers.
Stoat will also fall under Yabuta Outlaws control if it is under the control of Tech Hunters.
Cannibals patrols in The Great Desert will cease to spawn after Yabuta is freed if the conditions for them to spawn there are already achieved beforehand.

Yabuta Outlaws will start patrolling in Bast, Grey Desert, Heng, Sinkuun, Skimsands, The Great Desert, and The Hook.
