The Old Empire is an unused faction found in the game files. Empty Ruin, Old Empire Watchtower and The Forgotten Throne used to be owned by this faction for a brief period. Since two of these locations now belong to the Second Empire (Forgotten Throne being unused in the released game), it is possible that The Old Empire was a precursor to the Second Empire faction that was later scrapped.
